This referendum was approved by voters on Tuesday, November 6, 2018.
Every dollar collected and spent will be overseen by an Independent Referendum Oversight Committee (IROC) of citizens and experts.


Shall the School Board of Palm Beach County have authority to levy 1.00 mills of ad valorem millage dedicated for operational needs of non-charter District schools to fund school safety equipment, hire additional school police and mental health professionals, fund arts, music, physical education, career and choice program teachers, and improve teacher pay beginning July 1, 2019 and automatically ending June 30, 2023, with oversight by an independent finance committee of citizens and experts?

 Security Initiative

Investment of approximately $20 million

  • Add approximately 110 officers (school resource officers, detectives, K9, trainers, and sergeants), support staff, computer hardware, software, vehicles, equipment and supplies
  • Continue to fund 36 School Police Aides and add 4 new Police Aides to extend coverage
  • Secondary - Continue to fund 55 School Security Monitors
  • Secondary - Continue to fund additional overtime and services at high school football games
  • Secondary - Increase security allocation for various school events
    - MS from $1,000 to $10,000 per school
    - HS from $6,000 to $20,000 per school

Mental Health Initiativesilhouette with gears over head

Investment of approximately $20 million

  • All levels - 1 Mental Health position per school
  • MS - minimum of 3 School Counselors per middle school
  • Secondary - 5 Extra Duty Days - School Counselor (regular and ESOL) to provide support prior to the start of school
  • School Psychologists - add 40 additional School Psychologists, 16 Extra Duty Days to provide support over the summer, additional supplies and equipment
  • Expand Mental Health Contracted Services

Fine Arts Initiative

Investment of approximately $54 million

  • Continue to fund over 700 school fine arts, choice and career academy positions
  • Add two teachers on special assignment to support and expand fine arts curriculum

Improve Teacher Pay Initiative

                          Investment of approximately $110 million

  • District and CTA entered into a Memorandum of Understanding on January 25, 2019
  • District has committed to including all members of the "T" bargaining unit, recognizing external teaching experience, and prorating supplements for part-time teachers
    • 1 to 4 years of experience - $1,000 annual retention supplement
    • 5 to 9 years of experience - $5,000 annual retention supplement
    • 10 years of experience or more - $10,000 annual retention supplement
    • Retention Supplements are included in Florida Retirement System (FRS) earnings
    • These supplements will be in place for 4 years (FY20 to FY23) beginning August 23, 2019
