Laura provides legal advice and counsel to the General Counsel and School Board on legal matters specific to the K-12 educational environment including but not limited to exceptional and special education, student services and discipline, student records and child custody issues. Laura also represents the School Board in Due Process hearings, other legal proceedings and attends administrative meetings, Board meetings and workshops and attends IEP/504 meetings.
|Bruce A. Harris -- Assistant General Counsel, Administrative Law, Regulatory Compliance, and Governance|
|Mr. Harris has been employed by the District as an attorney since February 2005. He provides legal advice to the General Counsel, schools, staff, and the School Board relating to governance issues including policy interpretation, policy development legal review, and Sunshine and public records law compliance.Mr. Harris was admitted to the Florida Bar in 1976 and previously practiced with federal agencies and private law firms engaged in civil litigation. He attended Clark University and the University of Miami Law School.|

|Blair R. LittleJohn, III -- Deputy General Counsel, Real Estate & Planning
As Senior Counsel for Real Estate, Blair is responsible for the School District’s real estate and lease transactions, capital project financing, interlocal agreements, and The Education Network issues. Blair is a graduate of Florida State University, and Florida State University School of Law.

|Shawntoyia "Shawn" Bernard -- Deputy General Counsel, Personnel
Shawn joined the School Board in November 2011 as a Senior Attorney responsible for the Litigation Practice Group. In addition to overseeing the School Board’s litigation matters, Ms. Bernard handles various personnel matters that affect the School District and its employees. Ms. Bernard regularly advises Human Resource staff on many of the day-to-day aspects of the employment relationship. Ms. Bernard has extensive experience defending both employees and employers in all aspects of employment law including race, sex, age, disability and gender harassment and discrimination. The advice she provides involves the balancing of business realities with the need to ensure compliance with constantly evolving federal and state, employment and labor laws.
Before joining the School Board, Ms. Bernard served as an in-house attorney at the South Florida Water Management District where she handled personnel and employment litigation matters. Ms. Bernard has also practiced employment litigation in Miami, Fort Lauderdale, and Jacksonville with both national and local employment law firms. She received her Juris Doctor from the University of Florida Levin College of Law and is admitted to practice by The Florida Bar, the U.S. District Court, Southern and Middle Districts of Florida, the U.S. Court of Appeals, Eleventh Circuit, and the U.S. Supreme Court.
|Jean Marie Middleton -- Senior Attorney, Personnel
Jean Marie is Associate Counsel for Personnel. She handles the day-to-day operations as they relate to employee discipline and personnel matters. She also handles arbitrations, EEOC complaints and litigation matters arising from employee discipline matters.
|J. Erik Bell -- Senior Attorney, Risk Management
Erik Bell is a 1999 graduate of the University Of Florida Levin College Of Law. In 2000, he began his legal career at the State Attorney's Office for the 18th Judicial Circuit in Seminole County, Florida. In 2003, he began a career in insurance defense in Washington, D.C. He spent several years practicing law in Washington and Maryland before returning to Florida in 2009. In January of 2012, Erik began working for the School District of Palm Beach County's Office of General Counsel, defending the District against personal injury claims and offering advice on practices the formulation of policy in his practice area.
