Joyell Shaw Biography

With over 20 years of public administration experience, Joyell has dedicated nearly two decades to advancing the School District of Palm Beach County's planning, intergovernmental coordination, real estate, and school leasing functions. Her experience spans capital planning coordination, school capacity and concurrency planning, high-value property acquisitions and negotiations, and fostering collaborative relationships with local governmental agencies, developers, and community partners.

Prior to joining the District, Joyell built a strong foundation in public service across multiple governmental agencies, gaining broad expertise in right-of-way negotiation, zoning, site planning, and real property appraisal. She holds a Master of Public Administration from Nova Southeastern University and a Bachelor of Science in Business Administration from Florida Agricultural and Mechanical University.
