$3.5B Budget Approved for 2019-2020 School Year

The School Board has approved a budget of more than $3.5 billion for the 2019-2020 school year. The budget includes $2.1 billion for the District’s general fund for operational costs and $869 million dollars in construction projects for school additions, modernization and new school projects.

The residents of Palm Beach County overwhelming approved a referendum increasing the additional operating millage to 1.0 mill in November 2018 generating $203 million for District operated schools in FY20. The referendum will fund investments in:

  • Teacher pay - Over $100 million for teacher recruitment and retention supplements
  • Behavioral Health - Adding 170 School Behavioral Health positions (one per school), 40 School Psychologists (nearly 150 positions District-wide), and expanding mental health co-located services.
  • Arts and music education - Continuing to fund over 700 elementary art, music, PE; choice and career academy teachers
  • School Safety – Funding officers, police aides, school security monitors, and other school based security initiatives increasing the total investment in school security in FY20 to over $60.0 million.

The FY20 budget process began shortly after adoption of the FY19 budget in September. The first of four Board workshops on the budget was held on December 5, 2018. The Budget Advisory Committee to the Board, formed during the development of the FY12 budget, consists of seven private citizens appointed by the Board members. All meetings are open to the public and allow time for public comment. Recordings of the meetings are available on the District’s website, for citizens who may be unable to attend. Beginning on January 8, 2019, the Committee conducted a total of four meetings, concluding on June 4, 2019 with unanimous approval of the FY20 Budget recommendations.

At the conclusion of the budget development process, two public hearings are held, providing additional opportunity for the public to voice their opinions on the budget. The budget was adopted at the second public hearing held on September 11, 2019.
