RULE NUMBER: 5.002
RULE TITLE: Protecting Students from Bullying and Harassment
Notice is hereby given that the following changes have been made to the proposed rule in accordance with Section 120.54(3) (d) 1., F.S., originally published on the District’s Legal Notices Webpage on August 12, 2025. These changes were adopted on September 10, 2025., as a result of information received and motions approved at and prior to the public meeting on this Policy.
The policy changes are as follows:
Lines 15-17: The words “Policies and’ have been deleted from the second sentence. The proposed sentence should read: ‘Procedures related to allegations of acts of bullying or harassment by or against employees are found within School Board Policy 3.19.’
Line 20 & 82: The words ‘and employees’ have been unstricken. The proposed sentence at line 82 should read: ‘The School District of Palm Beach County expects students and employees to conduct themselves as appropriate for their levels of development, maturity, and demonstrated capabilities with a proper 83 regard for the rights and welfare of other students and school staff, the educational purpose underlying all school activities, and the care of school facilities and equipment.

RULE TITLE: Student Code of Conduct for Elementary Students (Grades K-5)
Notice is hereby given that the following changes have been made to the proposed rule in accordance with Section 120.54(3) (d) 1, F.S., originally published on the District’s Legal Notices Webpage on August 12, 2025. These changes were adopted on September 10, 2025, as a result of information received and motions approved at and prior to the public meeting on this Policy.
The policy changes are as follows:
Line 1355, Page 52: Revised the definition of Repetitive Behaviors as follows: ‘Repetitive instances of disciplinary offenses or behaviors which are inappropriate and interrupt the learning environment (non-SESIR related), occurring when the student willfully fails to comply with previously prescribed correctional strategies or directives.’
Lines 647-675, Pages 25-32: Clarified the range of possible consequences for Code of Conduct Offenses.
Line 1669, Page 62: Added an Appendix outlining the Disciplinary Actions by levels.

These changes were adopted on September 10, 2025, as a result of information received and motions approved at and prior to the public meeting on this Policy.
The policy changes are as follows:

These changes were adopted on September 10, 2025, as a result of information received and motions approved at and prior to the public meeting on this Policy.
The policy changes are as follows:
Line 52-53, 55-56, 66-67: Clarified the use of wireless communication devices in alignment with the definition of "school day."
