RULE TITLE: Construction Oversight & Review Committee
RULE NUMBER: Policy 1.093
SUBJECT AREA TO BE ADDRESSED: The proposed revised policy updates section 1.093(3) to exclude information that would compromise security, revises key areas that CORC would review, and modifies how change orders and contingencies are reported to CORC, section 1.093(4) modifies the makeup of the CORC members to provide flexibility to the Board when choosing representatives.
PURPOSE AND EFFECT: Proposed modifications to the CORC policy adjusting review requirements for change orders and contingency reviews to support the policy 7.22 and 7.225 changes which are being enacted to expedite review and approvals in an attempt to comply with Florida Statute 218.755.
- Revised the reporting timeframe to CORC regarding contingency reviews.
- Incorporated CORC’s current role regarding change order review, into the CORC policy.
- Revised the CORC membership requirements to enable more flexibility in filling the membership positions.

RULE TITLE: Artificial Intelligence (AI)
RULE NUMBER: Policy 2.505
SUBJECT AREA TO BE ADDRESSED: Artificial Intelligence.
PURPOSE AND EFFECT: This policy aims to allow for innovation while ensuring the safe and productive use of Artificial Intelligence within the School District of Palm Beach County. This policy sets forth standards and guidelines to ensure that employees use AI responsibly and in alignment with District standards for confidentiality, ethics, and professional conduct. Additionally, this policy sets forth the guidelines for acceptable use of AI by students.

RULE TITLE: Heating, Ventilation, and Air Conditioning (HVAC) Systems
RULE NUMBER: Policy 7.07
SUBJECT AREA TO BE ADDRESSED: This policy is being repealed.
PURPOSE AND EFFECT: Proposed repeal of policy 7.07 which addresses the design of Heating, Ventilating and Air Conditioning (HVAC) systems. This policy was created in 1983 and last updated in 1993. It set minimum design standards for these systems which have been exceeded by the standard building code of today.

PURPOSE AND EFFECT: The proposed policy revisions update the District's practices regarding review and approval of construction in order to align with Florida law.

PURPOSE AND EFFECT: The proposed revisions in policy 7.23 will align with Florida law regarding the amount of retainage funds the District is required to withhold on construction projects.

PUBLIC MEETING NOTICE: Development of the proposed rule is anticipated to be considered at the School Board Special Meeting (which includes Policies) on December 10, 2025. This Special Meeting will follow other Board meetings including a workshop and they are estimated to begin at 2 p.m. in the Boardroom at 3300 Forest Hill Boulevard, West Palm Beach, Florida. AGENDA: An agenda will be available by December 4, 2025 on the District’s web site at http://www.boarddocs.com/fl/palmbeach/Board.nsf/Public Pursuant to the provisions of the American with Disabilities Act, any person requiring special accommodations to participate in this hearing is asked to advise the agency at least 48 hours in advance by contacting Toni Sinclair, Board Clerk at 561-434-8136.
