RULE TITLE: Inspector General
RULE NUMBER: Policy 1.092
SUMMARY: The proposed policy revisions add definitions, refine OIG’s independence regarding school board member elections, and better align the OIG’s practices and procedures with accreditation standards and section 20.055, Florida Statutes.
PURPOSE AND EFFECT: The proposed policy revisions update the Office of Inspector General practices and procedures with Florida Statutes, Association of Inspectors General’s Standards, and the GAO’s Government Auditing Standards, to effectuate a more efficient and productive OIG. This policy is referenced in Board Policies 1.091 (Audit Committee), 2.61 (Fraud), and 3.28 (Whistle-blower Protection Policy) and all revisions are properly harmonized with those policies. This policy is also referenced in Board Policies 2.62 (Audit Recommendations and Follow-Up) and 6.14 (Purchasing Department) but the revisions do not affect those polices.

RULE TITLE: Whistle-blower Protection Policy
RULE NUMBER: Policy 3.28
SUMMARY: The proposed policy revisions add definitions, improve compliance with provisions of Florida’s Whistle-blower’s Act governing local governments and recent case law pertaining to exhaustion of administrative remedies, and better align the District’s practices and procedures with section 112.3187, Fla. Stat.
PURPOSE AND EFFECT: The proposed policy revisions update the District’s practices regarding the protection of individuals who make protected disclosures and create a clearly defined exclusive remedy for claims of adverse personnel action. This policy is referenced in Board Policies 1.092 (Inspector General) and 2.61 (Fraud) and all revisions are properly harmonized with those policies.

SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COST: The Agency has determined that a SERC is not required and has not prepared a SERC. The Agency has determined that based on information, including that contained in the proposed rule and the Board report, the rule is not expected to require legislative ratification. Any person who wishes to provide the District with information regarding a statement of estimated regulatory costs, or to provide a proposal for a lower cost regulatory alternative, must do so in writing to the Board Clerk within 21 days of the publication of this Notice. THE TEXT of the proposed rule adoption may be obtained without cost from the School District’s web site at http://www.boarddocs.com/fl/palmbeach/Board.nsf/Public.

RULE DEVELOPMENT NOTICE WAS PUBLISHED: October 20, 2025 on the District’s Legal Notices Webpage;
PUBLIC HEARING: IF REQUESTED, A PUBLIC HEARING WILL BE HELD DURING THE REGULAR BOARD MEETING OF DECEMBER 17, 2025. This Meeting will begin at 5 p.m. in the Board Room at 3300 Forest Hill Boulevard, West Palm Beach, Florida. Persons requesting such a hearing must do so in writing by December 10, 2025, to the Board Clerk, at the same address. The proposal for adoption of the Policies is anticipated to be considered at the Regular Board on December 17, 2025, in the Board Room.
AGENDA: An agenda will be available by December 4, 2025 on the District’s web site at http://www.boarddocs.com/fl/palmbeach/Board.nsf/Public.
