RULE TITLE: Construction Oversight and Review Committee

RULE NUMBER: Policy 1.093

SUMMARY: The proposed revised Policy updates CORC’s membership requirements and clarifies CORC’s advisory responsibilities for oversight of construction projects and construction-related matters.

PURPOSE AND EFFECT: Define and clarify the District’s Construction Oversight Review Committee’s (“CORC”) advisory responsibilities for oversight, review and assistance to the School Board to build quality schools on time and within budget.

RULE TITLE: Heating, Ventilation and Air Conditioning (HVAC) Systems        

RULE NUMBER: Policy 7.07

SUMMARY: This policy was created in 1983 and last updated in 1993. It set minimum design standards for these systems which have been exceeded by the standard building code of today.

PURPOSE AND EFFECT: Proposed repeal of policy 7.07 which addresses the design of Heating, Ventilating and Air Conditioning (HVAC) systems.

RULE TITLE: Construction Change Orders

RULE NUMBER: Policy 7.22

SUMMARY: The proposed policy revisions update the District’s practices regarding review and approval of construction change orders in order to alight with Florida law.

PURPOSE AND EFFECT: In accordance with Fla. Stat. 218.755, this policy updates the District’s procedures for review and approval of construction change orders.

RULE TITLE: Use of Contingency Funds for Construction Projects    

RULE NUMBER: Policy 7.225

SUMMARY: This policy provides updated guidelines for use of contingency funds for construction projects and will streamline the review and approval of contingency funds for construction projects.

PURPOSE AND EFFECT: The District’s procedures for use of contingency funds for construction projects.

RULE TITLE: Retainage Withheld on Construction Contracts

RULE NUMBER: Policy 7.23

SUMMARY: The proposed revisions in policy 7.23 will align with Florida law regarding the amount of retainage funds the District is required to withhold on construction projects.

  •          Revised the retainage amount to align with Fla. Sta. 255.078.

SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COST:  The Agency has determined that a SERC is not required and has not prepared a SERC. The Agency has determined that based on information, including that contained in the proposed rule and the Board report, the rule is not expected to require legislative ratification.  Any person who wishes to provide the District with information regarding a statement of estimated regulatory costs, or to provide a proposal for a lower cost regulatory alternative, must do so in writing to the Board Clerk within 21 days of the publication of this Notice.

PUBLIC HEARING:  IF REQUESTED, A PUBLIC HEARING WILL BE HELD DURING THE SCHOOL BOARD MEETING OF FEBRUARY 18, 2026, anticipated to begin at 5 p.m., in the Board Room at 3300 Forest Hill Boulevard, West Palm Beach, Florida.  Persons requesting such a hearing must do so in writing by February 11, 2026, to the Board Clerk, at the same address. 

The proposal for adoption of the Policy is anticipated to be considered at the School Board’s Regular Meeting on February 18,2026, anticipated to begin at 5 p.m. in the Board Room.

AGENDA:  An agenda will be available by February 5, 2026 on the District’s website at http://www.boarddocs.com/fl/palmbeach/Board.nsf/Public.  Pursuant to the provisions of the American with Disabilities Act, any person requiring special accommodations to participate in this hearing is asked to advise the agency at least 48 hours in advance by contacting Toni Bilotta, Board Clerk at 561-434-8136.  A person may submit written comments (12 copies) about the proposed action to the Clerk no later than the time of the public hearing.  This hearing is open to the public and public comment is accepted on this matter.  Please contact the Clerk at the number provided prior to noon the day of the meeting, or by submitting a blue card to the Clerk prior to start of meeting.
