SUMMARY: The proposed revised policy provides guidelines for visitors entering any campus within the jurisdiction of the School Board of Palm Beach County. It will clarify the definition of a “visitor,” distinguishes individuals who are not classified as visitors, grants school-based administrators the authority to revoke visitor access when appropriate, and includes a cross-reference to Policy 2.59 – Political Activities on School Board Property.
PURPOSE AND EFFECT: To define ‘visitor’ and establish guidelines for visitors on school campuses.

RULE NUMBER: Policy 3.02
SUMMARY: Policy 3.02 authorizes the Superintendent to employ the above-referenced categories of teachers and outlines the required qualifications, including educational credentials, licensure, and/or work experience. The policy incorporates updated citations to Florida Statutes and State Board of Education Rules and clarifies fingerprinting requirements and compensation access via the District’s public employment resources.
PURPOSE AND EFFECT: The proposed rule development updates and clarifies ethical standards, professional conduct expectations, reporting requirements, conflict-of-interest provisions, and investigative procedures. The revisions align the policy with applicable Florida Statutes, State Board of Education rules, and current district procedures, and provide clearer guidance regarding employee responsibilities and accountability.

RULE TITLE: Criminal Background Checks
RULE NUMBER: Policy 3.12
SUMMARY: Policy 3.12 authorizes the Superintendent to employ the above-referenced categories of teachers and outlines the required qualifications, including educational credentials, licensure, and/or work experience. PURPOSE AND EFFECT: The purpose of this policy is to ensure that all employees meet standards of good moral character and are suitable for employment in positions that support student safety. The policy provides a consistent process for background screening, disclosure, and review of criminal history, and ensures compliance with applicable Florida Statutes.

RULE NUMBER: Policy 3.13
SUMMARY: Policy 3.13 authorizes the Superintendent to employ the above-referenced categories of teachers and outlines the required qualifications, including educational credentials, licensure, and/or work experience. RULE TITLE: Verification of Experienced Teachers’ Highly Qualified Status Under NCLB
RULE NUMBER: Policy 3.44
SUMMARY: This policy is being presented for repeal.
PURPOSE AND EFFECT: The proposed action is to repeal this policy, as it is now obsolete. NCLB has been replaced by the Every Student Succeeds Act (ESSA), which eliminated the “Highly Qualified Teacher” requirement, and the HOUSSE process is no longer used. Teacher certification and qualification requirements are now governed by Florida statutes and State Board of Education rules.

RULE TITLE: Out-of-District Enrollment
RULE NUMBER: Policy 5.04
SUMMARY: There are other policies that allow out-of-district enrollment that no longer require approval from the sending district’s administration.
PURPOSE AND EFFECT: Policy 5.04 is no longer necessary due to updated State and District statutes governing school choice options for out-of-county residents and therefore is being REPEALED.

SUMMARY: This update will modernize the process by designating Controlled Open Enrollment as the primary reassignment option while adding provisions for out-of-county students and expanding assignment for siblings with disabilities and children of district employees to keep families together.
PURPOSE AND EFFECT: To establish a structured and equitable process for students to apply for and attend a school outside of their assigned attendance boundary.

SUMMARY: Policy 5.018 updates are intended to simplify and clarify COE procedures for families, clearly identify continuation criteria for students to remain enrolled through Controlled Open Enrollment, establish a wait list for high-demand schools, and align to Policy 5.015.
PURPOSE AND EFFECT: To establish a comprehensive framework for assignment through open enrollment to implement State Statute 1002.31.

The Agency has determined that based on information, including that contained in the proposed rule and the Board report, the rule is not expected to require legislative ratification. Any person who wishes to provide the District with information regarding a statement of estimated regulatory costs, or to provide a proposal for a lower cost regulatory alternative, must do so in writing to the Board Clerk within 21 days of the publication of this Notice. This meeting will begin at 5:00 p.m. in the Boardroom at 3300 Forest Hill Boulevard, West Palm Beach, Florida. Persons requesting such a hearing must do so in writing by July 8, 2026, to the Board Clerk, at the same address. The proposal for adoption of the Policies is anticipated to be considered at the Regular Meeting on July 15, 2026, in the Board Room.
