RULE TITLE: School Board Meeting
RULE NUMBER: Policy 1.03
SUBJECT AREA TO BE ADDRESSED: Revisions to Policy 1.03 for compliance with Moms for Liberty - Brevard County, FL v. Brevard Public Schools, 118 F.4d 1324 (11th Cir. 2024) relating to public comment restrictions at School Board meetings as well as other changes to the procedures at the meeting.
PURPOSE AND EFFECT: The revisions will clean up the outline format, word choice, and tense. The purpose of this Policy is to provide for the efficient and orderly functioning of the business of the School Board and to protect the rights of participants. The effect will incorporate required compliance with the case of the above referenced Moms for Liberty – Brevard County, FL 2024 decision. Additional amendments relate to the requirements and process for Board discussion items and amend the special rule of order and deleted the time limit for a Board member to discuss a debatable motion.

SUBJECT AREA TO BE ADDRESSED: This policy governs the employment of substitute teachers, teachers of adult education, and non-degreed teachers of career programs.
PURPOSE AND EFFECT: The policy update clarifies educational, licensure, and fingerprinting requirements, and ensures compliance with applicable Florida Statutes and State Board of Education Rules. It also provides references to minimum qualifications and compensation information accessible via the District’s website.

SUBJECT AREA TO BE ADDRESSED: Exceptional Student Education Policies and Procedures.
PURPOSE AND EFFECT: The School Board of Palm Beach County (Board) desires to ensure the School District’s compliance with Fla. Stat. § 1003.57(1)(a)4 and State Board of Education Rule 6A-6.03411(2), requiring once every three years, for the School District to submit to the Department of Education its proposed procedures for the provision of special instruction and related services for exceptional students.

PURPOSE AND EFFECT: Proposed revisions are required to ensure alignment with State legislative changes, State Board of Education Rules, and current practice.

PUBLIC MEETING NOTICE: Development of the proposed rule is anticipated to be considered at the School Board Special Meeting (which includes Policies) on September 10, 2025. This Special Meeting will follow other Board meetings including a workshop and they are estimated to begin at 2 p.m. in the Boardroom at 3300 Forest Hill Boulevard, West Palm Beach, Florida.
