RULE NUMBER: Policy 1.093
SUBJECT AREA TO BE ADDRESSED: The proposed revised policy updates section 1.093.3 to exclude information that would compromise security, revises key areas that CORC would review, and modifies how change orders and contingencies are reported to CORC, section 1.093.4 modifies the makeup of the CORC members to provide flexibility to the Board when choosing representatives.

RULE TITLE: Construction Change Orders
RULE NUMBER: Policy 7.22
SUBJECT AREA TO BE ADDRESSED: The proposed revised policy updates section 7.22.3 to add the definitions for “Board Approved”, “Contract Amendment”, “Contractor”, “Pre-Approved”, removed the definition for “Major Construction project” and “Minor Construction project”, section 7.22.4 adds language regarding Florida Statute 218.755, section 7.22.6 adds language for prompt processing of change orders due to the statute, section 7.22.7 modifies the delegated authority levels of staff, sets a cumulative level of changes based on project value, and creates a pre-approval process for change orders that exceed delegated authority, section 7.22.8 modifies emergency changes to change directives to expedite emergency cases, 7.22.9 broadens the way a change order can be presented and evaluated, section 7.22.10 clarifies general counsel’s review regarding contract amendments, section 7.22.11 revises how change orders are reported to CORC to align with 1.093.

RULE TITLE: Use of Contingency Funds for Construction Projects
RULE NUMBER: Policy 7.225
SUBJECT AREA TO BE ADDRESSED: The proposed policy updates section 7.225.3 to add new definitions for “Allowance”, “Architect’s Contingency Use Authorizations”, “Board Approved”, “Capital Contingency”, “Constructability initiative”, “Construction Contingency”, “Contractor Errors and Omissions”, “Design Contingency”, “Project Contingency”, “Regulatory Agency”, “Supporting District Department”, “Unforeseen Condition”, section 7.225.4 revises language regarding the categories of contingency, section 7.225.5 removes delegated authority levels and mandates staff review contingency use to align with policy, section 7.225.7 revises language around reporting to align with changes in policy 1.093.

RULE TITLE: Retainage Withheld on Construction
RULE NUMBER: Policy 7.23
SUBJECT AREA TO BE ADDRESSED: The proposed revised policy updates section 7.23.1 to align with Fla. Stat. 255.078. Removes language that conflicts with the statute and removes language that is no longer applicable.
